Terms of Reference

I. POWERS AND DUTIES

  1. To implement policies and guidelines on research postgraduate studies as determined by the Policy Board of Postgraduate Education, and to play a quality assurance role to ensure the adoption of the same throughout the University, including:

    (a) the structure and requirements of the degree programmes followed by MPhil and PhD students;
    (b) the standards and procedures for admission to the MPhil and PhD degree programmes;
    (c) the standards and conditions for the award of postgraduate studentships;
    (d) the progress of MPhil and PhD students; and
    (e) the appointment of supervisors for MPhil and PhD students.
  2. To consider recommendations from Faculties on student admission to MPhil and PhD programmes, and the award of studentships, where appropriate; and to make a final decision whether the applicant be given an offer or conditional offer or be rejected.
  3. In respect of the degrees of MPhil and PhD, to consider recommendations from the Facultyˇ¦s Boards of Examiners or other committees when all examinations procedures have been completed and:

    (a) to determine the results of coursework and thesis examinations;
    (b) to exercise the power of the Senate in deciding that successful candidates who have complied fully with the regulations be presented to the Chancellor for the conferment of the degree;
    (c) to permit candidates who have not satisfied the examiners to revise and re-present their theses, or to re-present themselves for another oral and any other examinations(s) in accordance with the regulations; or to reject the candidates without the option of re-submission of theses, as the case may be.
  4. To approve the syllabuses of Graduate School courses, and to provide feedback on course evaluation to servicing Centres/Departments and/or Faculties, as appropriate.
  5. To make a final decision on recommendations from Faculties for a waiver of regulations and/or procedures in cases of individual MPhil and PhD students.
  6. To decide the award of scholarships/prizes to MPhil and PhD students in accordance with the regulations governing the awards.
  7. To recommend changes in regulations and/or procedures governing the MPhil and PhD degree programmes to the Policy Board of Postgraduate Education.
  8. To form sub-committees to carry out specific tasks related to MPhil and PhD studies as deemed appropriate by the Board.
  9. To report annually to the Policy Board of Postgraduate Education.

II. MEMBERSHIP

  1. Dean and Associate Deans of Graduate School.
  2. Chairman of each Faculty Higher Degrees Committee.
  3. Up to two teachers co-opted by the Board for two years at a time.
  4. The Vice-Chancellor (statutory).

The Chairman shall be the Dean of the Graduate School or an Associate Dean acting on behalf of the Dean.
